Agência FAPESP – “Science and Technology in the State of São Paulo” was the topic of the lecture given by Carlos Henrique de Brito Cruz, FAPESP scientific director, on the first day of FAPESP Week Munich, the symposium promoted by FAPESP and the Bavarian University Center for Latin America (BAYLAT) in Munich, October 15-17, 2014.
Before an audience of researchers and representatives of research-sponsoring agencies, of universities and German and Brazilian research centers, Brito Cruz gave a brief overview of the science and technology infrastructure in São Paulo State, which includes universities, colleges and research institutes, responsible for the fact that 45% of students who each year complete their doctorates do so at a university in the state of São Paulo.
Brito Cruz emphasized the fact that the investment in science in the São Paulo State, which constitutes nearly 1.6% of the state’s GDP, including state, federal and industry investments, can be compared to the average seen in Europe, which currently stand at around 1,8%.
“In 2011, 61% of investments in science and technology in São Paulo were made by industry, in their own laboratories and research centers; 23% came from the state through tax revenue; and 13% came from federal sources,” Brito Cruz said, noting that this composition is different than that found in other Brazilian states, where federal investments make up a larger portion.
Brito Cruz then spoke about FAPESP’s role in the state and national science and technology system. With autonomy guaranteed by law, FAPESP has an annual operating budget that corresponds to 1% of São Paulo State tax revenue and funds research in all fields of knowledge.
“There are many interesting initiatives in science and technology currently being carried out in São Paulo State, and FAPESP is able to support a considerable number of research studies,” he said.
The scientific director underscored the importance FAPESP places on the internationalization of research carried out in the state of São Paulo, and mentioned grant mechanisms offered by the Foundation to promote collaborative efforts with researchers from other countries. These include post-doctoral scholarships, Visiting Researcher Grants, Young Investigators Grants, the São Paulo School of Advanced Sciences (SPSAS) and the São Paulo Excellence Chair Program(SPEC).
“FAPESP has a strong program for developing international research cooperation. Collaborations are essential for developing science that has a major impact on the academic, social and economic arenas, and science that makes humanity wiser,” said Brito Cruz.
